Yes but the thing is on the tv series he has yet to achieve that level of speed. Lightning can still hit him. He hasnt even reached half his top speed.
But on the same note, they have nerfed the hell out of Firestorm, this guy could single handily take out Reverse Flash without trying to think about it, he could have phased through Reverse Flash's attacks, or changed the density of all the Oxygen in the Reverse Flash's body to be lighter than hydrogen or heavier than uranium thus making it impossible for Reverse Flash to combat them. So right now as of all the "OP" characters in the Arrow & Flash Universe the most OP is Firestorm, if he wasn't nerfed.
I am not the most knowledgeable with the comic books per say, but really, does firestorm really have the speed feats to really fight the reverse flash? And I believe the hunter zolomon version of the reverse flash is much more impressive than eobard with his feats.
Firestorm isn't physically as fast, but having the mind of two geniuses can definitely benefit him in that kind of situation. But he doesn't really have to be as physically fast, as Reverse Flash to change the density of an element when he wants to, it just happens, comics...there broken I know, hell if he perfected his skill he would be able to transmutate any element he sees fit to whatever other element he wants, that Firestorm Matrix is a *****. It would be like changing Superman's entire outfit into Kryptonite.
Oh I forgot that firestorm was created from the fusion of two very smart geniuses, but nonetheless they are geniuses in the sense of the 20th/21st century, where as Eoboard is a genius from the 25th century lol, just wanted to mention that. But wow, the abilities you described are indeed very much op (and that potential as you said is crazy), but the thing is I really believe that his reaction time has to be ftl (faster than light) levels if he is to fight against the reverse flash/Barry in their prime. He can't really do anything to them if they can move at a speed that he can't even begin to react to, see what I mean?
Barry in his Prime is in a whole different level as to everyone in speed, considering that the sum ***** is the Speed Force itself. If I recall right, in a discussion with Superman, Barry has stated that he can move faster than an attosecond, in which case light itself is in a stand still while he is running. So I don't think Eobard is capable of handling that Flash lol.
