It wasn't rasengan or chidori though....rasengan grinds into the enemy, chidori cuts.

well, you could say it didn't touch him but after blowing his arm there was a huge impact (sort of touched him)... also Rasingan is an advanced Jutsu that could Kill Sasuke if he had a direct hit from a Rasengan.. that's why they always clash (Chidori+Rasengan) so that they both Cancel & Destroy each other minimizing the impact to be not Vital...

if you remember their fight on the roof when sasuke recovered from itachi's genjutsu... the tank Naruto hit was BLOWN from the inside while the impact area had minimal damage (this is how rasengan works) it Blows your insides (Blends) your internal organs and kill you (Kishimoto doesn't want to kill sasuke) .

Rasengan is I high-speed rotated/concentrated Chakra (Rasen-Shuriken) has wind element (If Naruto uses Rasen-Shuriken against sasuke's Chidori it would kill him directly)

Hint: the first attempt of using rasen-shuriken with kakashi (his hand was burned because of an alpha rasen-shuriken)
