eh probably not cell perfect but regular cell unless there is a crossover I don't see any proof as of late. I wish there would just be a Naruto/dbz cross over I mean they made one for one piece and that crossover was an odd one I think they underpowered goku but whatever. Naruto is definitely hell no on majin buy level vegito not vegata, vegoto solos mid-low diff then again dimensional teleporting in Naruto will be anyone still though. Idk only if a crossover.

If there's a crossover Master Roshi would solo, he destroyed the moon with 1 blast within instantly. Naruto characters barely destroy meteors, event he juubi destroyed the continental surface only

For you sake, i'm repeating for this last time. Level 1 Frieza conquered 79 planets. Naruto characters except for a few don't even know how to fly. The difference in power level is too big to be compared
