So did we actually see Kisame at his best in an all out fight?

Yes, he took on the eight tails jinchuuriki, the best taijutsu user in the manga & was still able to carry out his mission.

Kisame is one of the only akatsuki members who didnt get trolled, but gai being his opponent did seem a little too convenient.

Part I, it was okey, it wasn't too OP but the sharingan wasn't too OP either.

Part II, no need to explain, not even a damn upgrade from current byakugan, not even a new doujutsu technique like amaterartsu or susano'o.

2nd: He wasn't actually trying to escape. He could of done so easily if he wanted to. He was just getting the information out.

3rd: Killer Bee would of beat him mid diff if he wasn't in hiding and refused to use the full bijuu mode.

But we haven't seen him at his best nor using everything he had at once in an all out battle. Only using a few signature techniques here or there.

3rd: I disagree, Kisame did not go all out either and GSB is a great counter to full bijuu mode that I don't think the 8tails can stop

Kisame water shark have been proven to regenerate and be extremely durable. If it bit the 8tails it would be f'd up. If Bee want to kill Kisame he will need TBB which is countered by GSB which would grow more massive and defeat the 8tails.

Kisame was good enough to fights 7th gates gai, with no Samadaha.

Despite bee not fully transforming, he was able to beat his versions to the point bee (not Hachibi) didn't have enough chakra
to transform completely.

Kisame is strong, he beat Roshi by himself.

So him being bijuu level or kage level is out of the question.

Better question: Did we ever see the best of any of the Akatsuki? All were beaten via plot-no-jutsu, no lgoci and what makes sense.
