I think he can since he combines Rinnegan, Uchiha and Senju powers. He can use all of these techniques, not only Rinnegan but also Mangekyou techniques, Mokuton and more, I suppose. Kabuto called Madara, who used this gigantic meteor, a fragment of the sages power.

But the sharingan is a mutation of the rinnengan i believe? So i'd say he had the rinnengan from the start.
