Did Sasuke plan this?

When Sasuke was fighting JJ Obito, JJ Madara, and Kaguya, he wasn't putting in much effort. Was he planning this to save energy for his and Naruto's fight?

Well using PS supposedly takes up a lot of chakra and ameno as well, not to mention he wasn't fully used to his Rinnegan yet so that was going to take some time getting used to, so that would drain a lot of chakra, sharnngan drains chakra too but to sasuke it wasn't as taxing as a rinnegan. Sasuke was most likely conserving his energy or at least trying to, he couldn't use any six paths techniques during the Madara and kaguya fight , just ameno and sharnningan techs. He knew he had to grow more accustomed to his eyes otherwise he wouldn't beat Naruto. Though he could've just done that in the desert dimension but plot be damned

He certainly was trying. We've had moments where Sasuke closed his Rinnegan eye, likely to alleviate some of the strain along with the fact that his Rinnegan powers were depleted at one point during the fight with Kaguya if I remember correctly.

It depends on who you ask. Sasuke knew naruto would go head first in to battle. He played more of a support role to naruto. People have to remember naruto has kuruma inside of him and the other tailed beast. He basically had 9 people feeding him information and giving him chakra and back up chakra. It would make sense to let naruto take the lead. Sasuke doesn't have anyone inside of him to tell him about his new techniques so he had to figure it out on his own.,....also the name of the series is naruto so of course it would be him doing most of the fighting vs. Kaguya.
