i believe Shisui got the short stick when it came to MS abilities. With a cd of 10 yrs, he might as well not have had it at all.

Itachi had the 10 year delay, presumably because the eye was in a crow. Danzo was able to us KA multiple times in one day. Presumably Shisui would have this ability too.

Danzo was able to use it that many times per day because having Hashirama's DNA on him had cut the cd period on that tech down considerably.
