Did Sasuke fail 3 times as well ?

Well Naruto says he failed 3 times. And Sasuke is only couple months older than Naruto. I'm kind of confused wtf is this ? Are they making grad exam 4 times in a year ?

Well they're at same age. For Naruto to fail more than Sasuke Naruto has to start the academy before Sasuke did but that doesn't feel right. I sense minor plot hole.
