Noone of sasuke enemies will ever come close to pain.

But PAIN had to recharge his shinra tensei for most of the fight, and when he finally did, there was only 2 pains left.

Yes, in fact both Naruto and Sasuke faced tougher opponents than each other. Naruto faced Nagato when he just learned SM while Sasuke faced Deidara with a 3T Sharingan and faced a perfect Jin along with the 5 Kages when he had practically no experience using MS.

Pein loses rather quickly to Raikage if he has intel and Pein is fighting to capture not kill. Not to mention nerfed to oblivion :bdpf:
