Many, including me, believe that All Blue is actually the oceans reunited.

It happens in the "Fishman island." arch, where Sanji sees the Mermaid Lagoon he just shouts. "I FOUND IT! I FOUND THE ALL BLUE OF MY HEART!"
And Usopp goes. "Are you quite sure about that?" in the most deadpan, annoyed way possible.
Njaah, he probably isn't really satiesfied with that, at that point in time, Sanji was still suffering from his trauma of the two years in hell, he hadn't be cured yet.
So after those two years, having mermaids swimming around, being totally into him, saying stuff like. "Come swim with us!" having no issue with him resting his head on their boobs.
I'm sure that seemed like heaven for Sanji at that moment in time <_<
