Did "power" fall behind "character" in base?

This chapter Naruto did 2 things, one of them was an OP feat (chopping off BZ away) the other was ... lets just say what he said was controversial.

Rather than i am seeing power wank, i saw people care more about this new effect in development. And people who try to defend Naruto did not go around saying "Nardo solod who cares hurr durr" as much as i expected.

Either characteristic portrayal of Naruto was too drastic, or power levels became less significant for people who view characters.
