Did people believe that the mystery man would be revealed today?

I've never seen a manga/anime in which a mystery figure has been revealed a chapter or episode afterwards. A lot of people are claiming that this is a 'filler' chapter because there was no development on this man but if he was revealed today, it would be rather underwhelming. It's good of Kishi to build up suspension.

On another note: now that this man is hinted at not having good intentions with Sasuke, who do you think this man is?

It's probably still Kabuto. His chakra isn't recognizable cause he has like 10 KKG in him. He probably has the most diverse chakra in the Narutoverse. It'll be revealed next chaper or the one after. Sasuke cannot be lying there for another whole two chapters
