Which means he has been summoned by someother.

Other than naruto frog boss can be summoned by minato and jiraya.

Minato is with naruto so it is sure that he did not summon him so it must be jiraya.

Maybe jiraya is back....

guys think about this, kabuto told tobi he couldnt revive jiraiya cause his body is at the bottom of the ocean right? but he also said of course pains weapons that injured jiraiya should have enough dna on it so dont forget that

I hope Jiraiya does show in the manga again. Oro would be the only person that may have his DNA. Considering he's known around Jiraiya for so long. Oro probably has taken samples of Jaraiya's hair or blood lost in battle over the years. Who knows?
