Did Obito slaughter Uchiha clan on a whim?

He had no reason to do so,even preteding he is madara.If he wanted to destroy it he'd have done it long ago after Minato's death.He saw it like an interesting turn of events when Itachi came to him.

He did it to get more eyes... One reason and to make itachi join him if he helped him

He did as per Itachi's request to help him.

Motive? He was under Madara's persona and Madara's ties with the clans had been cut and there was friction between himself and them.

Obito didnt care about anything but the plan. Kiling the Uchiha would advnce his plan b/c Itachi would join him and help him capture biju. Plus he needed eyes I guess.

He ended up overpowering the uchiha's that itachi couldn't handle.

Itachi stated that he thought Obito was someone with a grudge against the clan and also an Uchiha, but he mostly did it so that Itachi would join Aktsuki,plus he had already given up on this world, killing the clan wasn't actually a big thing for him.

I've also wondered about this. One thing I considered is how many of the clan had not experienced a tramatic event required for three tomoe Sharingan activation until that night. Perhaps some were forced to witness the demise of their families, which would indicate an agenda to harvest fully mature sharingan. Certainly Danzo would be interested, but why Obito? There is also the Uchiha tablet to consider in this equation. I am not convinced that all has been revealed and if someone wanted to keep items on it hidden, eliminating all others capable of deciphering would be logical. We shall see.

He probably did it to collect spare eyes and to remove a potential threat to the Moon Eye Plan.
