Did Naruto(kishi) basically confirmed Itachi's tsukuyomi > jinks?

Theoretically the argument of time perception makes no sense because unless Tsukuyomi also affects the Tailed Beast, the reaction time for releasing the technique would be no different from any other visual technique. It's most likely because the mental damage caused within those mere moments is far too much to recover from.

Some guy in the shisui koto thread is saying perfect jinks can break Time-tsukuyomi before the mind raping. Apparently bijuu time = time manipulation, which i think is silly.
