As the title says...I am most probably sure that Mei was the weakest among the 5 kage during the last great war...but even amongst her predecessors, did Mei really live up to the title of "Mizukage"?
Even her successor, Chojuro, doesn't seem like he's strong enough to actually be placed in Kage level. What do you guys think?
Mei has access to three elements, water, fire and earth or four if you want to include the lightning affinity she received in the 4th databook. Furthermore, she is the only shinobi other than god tiers to have more than one kkg which include acid release and lava release.

The Jutsu is vomited from the mouth like breath, it causes skin, flesh, and blood, to melt. The body melts due to it possessing a powerful acid property. Chakra defense are melted and nullified. . Zetsu could still function in the acid mist because he doesn't need to breathe and those with Hashirama's cells have their own vitality and healing abilities. Not to mention Zetsus can still move about in various ways even after their body gets deformed unlike regular humans. On the other hand, Sasuke couldn't initiate an attack or move around because he was in sheer pain. Sure he was suffering from MS drawback but if he decided to save chakra, he'd be in a much worse situation.

Still effective outdoors In an outdoor location, using acid mist will be less effective as it will diffuse into the surrounding environment.

This however doesn't mean it won't be effective at all because even the defusing mist is potent enough to cause harm or else Mei wouldn't have expressed alarm that it was leaking out where her allies were. Also do bare in mind Mei only used a small amount of mist and didn't bother casting more of it after her initial usage. All in all, its corrosiveness will still be a threat in an outdoor location especially when the opponent will be inhaling it.
The hidden mist jutsu and the acid mist are virtually identical and are cast in the same manner.

Every single time the hidden or acid mist were used, they engulfed the entire battlefield nigh instantly so the opponent will be under its effects nigh instantly even in an open location.
In an open location, it won't be potent enough to turn her opponents into a puddle but corrosive burns should still occur and the pain will be felt on the entire surface of the body as the entirety of the body will be exposed to it. This gives Mei enough time to take out her opponents without them being able to counter due to being under sheer pain from the acidity of the acid mist. One can argue and say that a simple katon or fuuton could evaporate or blow away the mist but doing so will require the caster to inhale, then exhale out their jutsu. Doing this will cause them to inhale a large amount of corrosive mist thus preventing them from properly spitting out their jutsu and succumbing to the mist even quicker than before similar to how Mei succumbed to Madara's pollen as she tried using a suiton (

People say that this technique is slow because it was dodged by Karin but this is very wrong considering Karin wasn't Mei's target so Karin "dodged" an attack which wasn't even going to hit her. Not to mention she only reacted after the technique had already reached her target. Then there is also the fact that she barely dodged it and ended up KOing herself after leaping out of the way. If Mei wanted Karin dead, all she'd have to do is adjust her aim towards Karin by turning her head and Karin would be reduced to a puddle.

This feat is even more impressive considering the amount of obstruction the lava and the smoke made thus it hints that Mei can still aim at fast moving targets when her vision is obstructed.

This technique can be used as a defence as well to melt/burn away incoming attacks. Mei's immunity to her own kkg means that she can spread lava around the battlefield making it harder for her opponents to evade her attacks or to close the distance because they have to keep an eye on the ground to make sure they don't step on lava. On the other hand, this disadvantage doesn't hold for Mei considering she is immune to its effects so she can carelessly step on lava.

As you can see from the databook entry posted above, the water actually shoots up from the ground much like a

. This is pretty OP considering how a sudden eruption of a massive amount of water from underground is unpredictable unless you can see/sense what is happening below the ground. Mei could utilise this and launch her victims up, where they won't be able to evade a follow up attack. Not to mention they'll be taken aback and startled by all that water gushing up from below their feet, rendering them unable to make the next move.
Also it is important to note that Mei can bend that waterpillar to curve it however she sees fit. This means Mei has control over the water erupting from the ground and can instead opt to make a spiky water pillar come out of the ground, maiming her opponent or make a water pillar which is thicker but has a less width in order to protect Mei from narrow focussed attacks as opposed to widespread attacks such as Madara's katon.

. Regardless, the katon couldn't travel that small distance between itself and Tsunade in the period of time the water pillar was shot up into the sky. This goes to show how fast the water erupts from the ground.
In summary, this technique is extremely hard to evade for three reasons:
1. Difficult to anticipate
2. Not much distance from the ground to oneself
3. Massive AoE
4. The speed at which the water erupts

After Mei used water pillar to douse Madara's katon, she immediately used her water dragon (

). This was done in a very small frame of time considering the fact that

by a punch before he spat out his katon which prompted Mei to use her water pillar followed by her water dragon. Despite her casting water dragon after two other jutsus were cast all after Madara's susanoo had been sent flying, the water dragon immediately caught up with Madara and ate his susanoo. This demonstrates both the speed with which the water dragon travels and the speed at which Mei can cast jutsus. Also her water dragon has an immense range considering the fact that it traversed the distance spanned by the giant jinton cube in order to reach Madara who was on the other side of the jinton cube (

). The box in red shows Madara barely dodging the giant jinton cube. The box in green shows that the jinton partially opens up. Right afterwards, the blue box shows the water dragon passing right through and catching Madara by surprise. This is an amazing speed feat for the water dragon because it could only travel through the jinton cube after it was opened up and it was just one panel later that the water dragon reached Madara.

On the other hand, the other time Mei swallowed Madara in her water dragon, the water dragon's form disappeared and it turned into a blob of water instead which trapped Madara.

All in all, depending on the situation, Mei can manipulate the water dragon in different ways. She could literally create fangs to chew her opponent to smithereens if she sees fit.

The anime depicted that particular scenario differently in which Mei is the one to move around whereas the water dragon does not. If we are to go with the anime's portrayal of the technique's usage in this particular scenario, Mei didn't change its trajectory however the anime later shows the water dragon swooping down to capture Madara so even the anime supports Mei having the ability to control her water dragon's movement after it is already fired. Furthermore, Mei managed to stop the water dragon's momentum after capturing Madara which hints that she can control its movements. Changing direction is a form of controlling movement because they are all related to acceleration.

If she uses waterpillar on herself, she can launch herself into the air and then form a water dragon right around her. With this, Mei can hastily travel long distances while being shielded by the water of the water dragon much like how
Gengetsu the 2nd Mizukage also had a KKG. I think the Mist's value of strength overcame their prejudice against people with KKG. Too bad for Haku and Kimimaro's clans though. After Yagura was killed (somehow), Mei was rightfully the strongest person in the village. The only person stronger from the Mist, would've been Kisame but he was Missing-Nin.
yeah Mei has chances against Tsunade but tsunade has her advantage due to regenaration and katsuya and her hits being one hit KO and Mei lacks defence.

This is only because the show hasn't showcased that many non-missing & non-dead Mist ninja that could give Mei a run for her money on the title of Mizukage.
