Did Madara try to recruit Sasuke from the beginning?

In the last chapter Madara says to Sasuke "what a shame, i gave you more than enough time"
Maybe Obito was supposed to to train, inform him, hone his skills and eventually make Sasuke a part of the Uchiha "gang"?
And take his eyes or at least use his body. Or maybe Madara liked him just beacause he was Uchiha?

Well anyway, Madara now seems disapointed is Sasuuke, he expected more from him i think. Thets why he said "what a shame"
