I'm pretty sure Nagato was what Madara needed. Without Obito however, it's very unlikely that Madara's plan would be implemented or getting close to it.

Zetsu was created for spying purposes, not battle ones. Besides that, he needed someone who can do the legwork for the plan, and Obito was the only choice he found.​
