hyuugas, hiruzen , sasori and nagato all have a certain hype behind them all got trolled hard by kishi
yamato was just plain forgotten.

Tsunade, hiruzen and neji.

Tsunade for obvious reasons, she now looks very weak, if she was that weak why was she even considered for hokage.
Hiruzen even more obvious, he reduced the dude to hype only same for tobirama

Neji, welllllll this is debatable both that's my opinion.

I like to think Kishi does give characters upgrade and downgrades by limiting their power to better balance them out.
Juubi-Obito no longer being able to use Kamui is a blessing to the others because with his abilities that would be overkill.
This story is featuring characters that experience good luck & bad luck and (coincidences) .
Some characters are under developed maybe , but nothing too dramatic.

Almost everyone got trolled one why or the another by kishi.

1- Hashirama.

He was given a lot of hype by madara and when he got raised up at first when Kishi gave him Hiruzen's nickname and
made him all that powerful...etc. However, when it comes to war he was really pathetic and completely useless, actually
he done more harm than good. Also, he was trolled by madara who did not die at the VOTE, and he was trolled in part 1
by Hiruzen.

2- Tobirama.

Kishi trolled him by making him getting defeated by Kin & Gin. In part one was defeated by old Hiruzen's clone. Also,
lately he's useless in this current war, but at least he was useful against obito.

3- Hiruzen.

He perhaps got the most trolled by Kishi. First, he was the one who supposed to be the god of shinobi with the Sage, but
then apparently kishi decided he was not good enough. Every mistake had happened kishi linked it to Hiruzen's weak personality. Hiruzen also was supposed to known every jutsu in konoha, but it has been a almost a year since the ET
and he has done nothing new so far.

4- Minato.

He was supposed to by the creator of FTG and SF, but Kishi gave FTG to Tobirama, and the SF to the Uzumaki clan
which make Minato's repetition decreas significantly in the regard of being a rare genius, not only that, but the long naming and making Tobirama stated that he's goofy as well, did not help him so much. Not to mention how he made him
so soft and not willing to kill obito for God's now why! Also, cutting his arm off and not giving it back to him, so he is not
able to use any jutsu that was such a great nerf! He also made Minato's seal disappear from obito to make Tobirama put
his seal on obito so he can be useful.

I have no time to go on for the others as well, Kishi humiliated all of his characters basically except a select few.

Many Edos, especially Sasori and Deidara, Hyuuga Clan, Fu and Torune and Root in general (couldn't there have been at least a couple of actually powerful members save for Danzo? Even if they worked "in the shadows", well, all ninjas are supposed to), Konan by Izanagi.

Kabuto: He got trolled by Itachi Asspull Izanami

Neji: His death goes down for the worst, he has multiple ways save NaruHina but instead Kishi decide to use Plot from his ass just so that Naruto get some Plot device. It's simple, Neji rarely gets any time to shine, and yet he got trolled hard in a single chapter, it was so ****in RANDOM!!

Hyuga Clan: Do I need to bother explaining ? Kishimoto once explained that the Hyuga Clan are strongest clan of the Leaf taking look all their great abilities but when when came across shippuden, the Uchiha starts to getting all these ridiculious Op abilities one after another just completely dominate the series while this put Hyuga a fodder. When the Rinnegan were introduced, it completey shat on Hyuga.

Kishi also trolled Lee, Kimmimaro, Edo Kakuza, Edo Deidra, and Muu.
