I know this sounds silly but I do believe that Kishi tried to make her somewhat close to her far superior team mates. Sakura acknowledged that prior to acquiring the yin seal,

but after acquiring it, Sakura thinks she's caught up to them in their non chakrazoid avatar forms (

).

But they obviously leave them behind the dust after they acquire Sage's power but then Sakura releases the yin seal and it is implied that she catches up to them again (

).

Even Sakura's 4th databook (

) says she's now reached their level so it isn't just Sakura's personal opinion.

Then comes Gaiden where

. This goes to show Shin is more than a match for Sasuke in CQC.

Yet Shin believes he can't beat Sakura in CQC even with the support of his minions and

Of course Kishi did fail when it comes to proving this.

On the flip side, I believe she peeks around sm Naruto/Hebi Sasuke. Only thing she has going for her is having more chakra than 50% of RSM Naruto's Chakra, which is impressive.

But when she can damage a good in Base form with only a little bit of Chakra, that speaks volumes.

Kishi really wants to portray it, but he does a terrible job at proving it. I am confident he wants us to think that Sakura can match them in those modes you mentioned but you can't blame people for believing otherwise. His mistake was not giving good feats.

Then with byakugou he puts her up against JJ Madara, I also think she was just remembering what she said before and decided to give byakugou a try. In that case.
