Probably. Not many have enough chakra to pull that type of jutsu. Maybe Nagato because of rinnegan and he's uzumaki.

If that's the tsunami one than it could be but there's no real way to tell. Honestly it doesn't seem too complex since it's basically pure water release using a lot of chakra and requiring little to no shape manipulation on its part. So IMO it's basic for any water user with a lot of chakra. As for if he created it or not... as said i dont know X_X

isnt that technique just basic water made from chakra. i think tobirama created most of the suiton techs we have seen.

Why Cant he? Rinnegan gives him the power to use all elements and he is a uzumaki. LARGE chakra reserves. Maybe not as much as kisame but it's still a lot.
