Theoretically yes

I always figured he was just protective of her. He wanted her to bak out of the chuunin exam so she didn't get hurt and then took care of her in whilst the semi finals were on. He respects naruto a lot and he ships naruto x hinata so I don't think he is jealous.

Kibas like a dog really, he is protective and loyal to his friends which includes protecting hinata.
