I'm wondering if there is a possibility that Indra had Kotoamatsukami. If he did, his would be far above that of Shisui's!

He could've commanded Asura's allies to attack him. Remember, Indra lost the war for Ninshuu. Then Hagoromo chose Asura as the successor. After this, Indra and Ashura both fought a final war and died.
