The Uchiha, thanks to Kaguya's Shinju power, have the Sharingan locked in their DNA. They are not Otsutsuki's but humans with small amounts of Otsutsuki blood. Their power does not come from the Otsutsuki clan but the Shinju tree. The Otsutsuki family without the Shinju would lose to the Uchiha clan.

Chaos control is right, if your grandmother is a Ootsutsuki and your grandfather a human, you are both a Ootsutsuki and a human even if you don' t have their names.Like in our world people can change their names, they will still be a part of the family trees they came from.

Indra and Ashura were not full Otsutsuki, having kids with humans would completely dilute their blood, it's why Sharingan is rare for Uchiha and Uzumaki can't use a chakra mode without bijuu
