Did I misunderstand or does Konoha treat Jinchuriki differently?

From what I understand Jinchuriki were always trained to be at least close to Kage level, so that they would increase the power of their village and so that Bijuu would be hard to still.

Gaara was trained since he was little.
Yugito was considered elite and was a perfect Jinchuriki.
Yagura was Mizukage and was a perfect Jinchuriki.
Roshi seemed to be able to at least Kisame who was able to fight even Killer Bee.
Han also seemed strong since Kabuto revived him.
Utakata seemed strong as well.
Fuu seemed strong as well.
Killer Bee is incredibly strong.

Naruto definitely is one of the strongest Shinobi. But it seems that when he was young, he was not taken seriously when he said he would become Hokage.

Iruka did train him but it did not seem he would focus more on him as Jinchuriki that should be very well trained.
Kakashi trained him but he wanted to let Ebisu train him during Chunin exams.
Jiraiya was not interested in training Naruto until Naruto showed his persistence and proved himself.

And also Mito and Kushina were never said to be specifically trained or to be Kage level.

It was no purpose to train him, because he was isolated from the start. Normally they train a Jin, because the power is needed to protect the village, but Naruto was not trained well. Iruka was not very able to teach him the basics, because he was not interested on him. Kakashi paid more attation to Sasuke and Jiraya was bad Sensi, because in part 1 he show him summoing technique and Rasengan. After he left the village and travel with Jiraya he teach him only to use stronger version of the rasengan.

Is there any mention that Konoha ever wanted to use the bijuu as military power? I remeber Hashirama sealing it away because he was afraid of it's power, not because he wanted to use it. After that Kurama was passed down so that it wouldn't rampage and destroy the village.

Jinchuuriki are treated as weapons in other villages, they are trained with Bijuus from the beginning...

In Konoha, Jinchuuriki is initially trained as a normal Shinobi to become strong on their own and then trained as a Jinchuuriki...

If i may, Konoha always treated their jinchuriki with respect.

But the reason why Naruto was treated like garbage is because they needed protection.

Nobody had to know who the jinchuuriki is so they kept him in secrecy. They didn't even train him because of that.

The reason for this treatment was Obito's summon upon the village thus killing a hokage family and many other persons.

So they adopted total secrecy for protection.

You have to look at the situation as it was. Naruto didn't become Jinchuriki by normal standards. He wasn't picked after being tested to see if he could handle it. Kushina wasn't meant to die during Naruto's birth.

And his dad pulled a big gamble in believing his son could contain half of Kurama's Chakra.
Not to mention the nine tails was released and attacked Kanoha the same night Naruto was born and became Jinchuriki. So yeah people treated him with disdain because that aweful night was still a fresh wound in their memories so to speak.

All other nins were treated the same way save for Kumo's who were respected....

....and only Bee, Yagura, and Naruto were perfect Jins not Yugito.

Since the Kyuubi went from Mito to Kushina to Naruto, Konoha has treated those before Naruto much lighter(as in under protection only.
