then byakugan must be hella doujutsu than can only parallel to Rinnegan.

meaning a rinnegan must be paired with byakugan to unleash true otsutsuki power. Sasuke Sharingan with Rinnegan still considered as lowered version to Kaguya or Momoshiki. If sasuke use Byakugan and rinnegan then he might be the true doujutsu king hence he still not.
