I don't believe Madara he has a warped sense of history and could be manipulating the story to fit his own needs. Could it be possible maybe but i rather hear it from the Sage then Madara.

the juubi that the sage faced would have been at full power and would have most likely had intellect. the juubi that we have seen is incomplete and thus could contribute to it's lack of intelligence. it most likely would have been impossible to seal a fully intelligent juubi without first weakening it, just like what you have to do to edo's. the only reason this juubi sealed so easy is because it was all but mindless.

No he didn't just come up with it; it is likely that he did indeed have to fight it, but the true reason as to "WHY" he had to fight when people like Madara and Obito are playing with it without fear, ninja who are quite possibly weaker than he was pre-Jin state.

The reason is because he didn't KNOW he could do the things Madara and Obito have done. He was the one that likely created the jutsu that they wielded against the juubi.

But how easily would you come up with said jutsu?

The answer is: NOT EASILY.

The sage likely faced the juubi a number of times before he discovered a way to seal it permanently, IE within himself. Which was likely his latest attempt to deal with the Juubi. It is possible he even tried destroying it before he started trying to seal it. He had to discover and realize that he couldn't simply kill it.

Ergo he likely spent a year or maybe even more fighting it on and off in a series of confrontations.

The Juubi certainly recognized Naruto as some kind of Hagaromo "lookalike". Ergo the Juubi knew Hagaromo well enough to at least recognize him and HATE him. If the Sage just sealed the juubi straight away upon encounter the Juubi likely wouldn't recognize Hagaromo's influence/resemblance.

It means either Juubi was much more powerful or Hagoromo calmly tried to tame it.

I wonder if Hagoromo Ootsutsuki really fought the Ten Tails. I mean Madara and Obito were controlling it like a toy. Tell me your thoughts about this.

The key here is that Juubi never reached it own final state as a free being. Both Madara and Obito only abosrbed an uncomplete Juubi. In Fact, obito absorbed a transformed imperfect Juubi already bind to the ground by Hashirama's jutsu. Then, Madara absorbed something that was even inferior by the one Obito took, which was under his control to begin with.

Initially, Madara himself stated that Juubi would be uncontrollable if it completes its transformation. This can be seen if we assume that Shinju tree can actually think and spread its root to eat everything in the world.
