So with all the hub-bub about who tobi really is i figured id put my two cents in. I think that tobi is the 10 tails in a physical form (probably done through edo-tensi) and i think the body they used was none other than shisui uchiha. His plan involves gathering all the tailed beasts so he can become its jinchuriki, i think thats a lie, project tsuki no me is nothing more than a cover so he can gather all the tailed beasts to become whole again. If you look at the giant eye the 10 tails has, it resembles a sharingan which would explain why tobi only has regular sharingan. The thing that seals the deal for me is this page of the manga.
His plan is to become complete, now he could mean that he is indeed madara and wants his old body back, but i think that this further implies that he is indeed the ten tails, cause its one of the only things i can think of that would and could do everything tobi has done to make that dream a reality. this could all be speculation, but the more and more i read it seems to make sense
