Mifune. He didn't want to use it on Sasuke because he wanted to use it against Tobi, and he wanted to make sure he had enough chakra to use it. Though when Itachi showed Sasuke the flashback, didn't Shisui say that Danzo took his eye when he tried to use KA? So yeah, he has KA.
