It seemed that way, but after going through all that trouble to get sharingans why out of no where change interest and try and get a Byakugan just doesn't make sense to me.

Since they had the byakugan, it gave the leaf a huge disadvantage. If any war was to break out.

He just wanted to recover it to simply ensure it does not get in the wrong hands.

Danzou was over all i think a person with true intention of trying to help Konoha. But Hiruzen being Hokage, and they were rivals. Made him turn, very dark and secretive. Even though he was always looking out in the best interest of konoha.

They werent united at this point. Danzo basically wanted Konoha number one for peace and he couldn't let the byakugan, something that belongs to the leaf, in the hands of the mist village.

A shinobi must plan ahead of his enemy and at the moment of the attempt of recovery, Danzo had lost all credibility as leader of the alliance wich was the only right option for him as he feared that if anyone else took control, it would place his village in danger just like A for his own

they weren't united entirely. he didn't believe that they could unite by normal means.
according to danzo only way to do that was koto amatsukami, so he tried but failed at the halfway
he didn't believe after all those happened the villages could gather together

and they probably wouldn't if tobi didn't make an appearance
