If he did I don't get it since it's pretty much a tailed beast and should have the freedom decide where it belongs. Also I think tenten still kept the sage weapons so not sure why she wasn't forced to return them aswell.

Firstly, for diplomacy

Secondly, no. Samehada was molded in Kiri by Kiri while SageTools simply ended up in Kumo. Their origins lie with Hags himself, not any village. The story would be different if he had made them an inheritance to someone or some family which was based in Kumo. I agree Samehada should have its own choice, but there's other factors at play.
