Sage's Tenth Tomoe is a pure Rinnegan while Obito's Tenth Tomoe is Corrupted.

It's a side effect of becoming the Juubi's Jinchuriki I would presume. It's making my "Bijuus giving Naruto Rinnegan" theory more plausible seeing as Obito being the Juubi Jin has side effects.

I also think it's like Naruto's tomoe's though, where the number of tomoe's means the tails of the beast, also, as many have said, the tenth is corrupt or something. Also, it could be because the beast wasn't in final form yet when it was sealed in Obito.
