They alway try to make madara seem like him an hashirama were on the same level but hashirama was just a bit better. But it seems like everytime they've fought he's been more worried about not killing madara then madara actually hurting him. That ring said has hashirama ever actually used his full power?

Madara always went all-out against Hashirama and the other Senjus. Hashirama seemingly ALWAYS held back a bit in order to spare his friend's life. I believe the only time the First came at Madara with the intent to kill was when he activated Sage Mode in that over-powered battle of theirs.

Ehh, for the most part. Goku could've owned Majin Vegeta if he had went SS3, which he was able to at that time. Hashirama wasn't so naive as to let Madara whoop his tail. He said "F*ck this, I'm about to Sage Mode this motherf*cker." Hashirama valued his own life--as he should've--over Madara's because the shinobi world needed him. I believe this is also the reason why Hashirama didn't kill himself for Madara's sake.

That's what I thought but even then he had to of held back since he didn't kill him right?

Goku cannot stay SS3 for long, but Majin Vegeta would definatly get his butt handed to him. If he somehow survived for the 1-5 minutes of SS3, Majin Vegeta would have won due to Goku being tired.

OT: Tobirama can take MS Madara, and put up a good fight against EMS Madara w/o Kyuubi.

I think If you don't want to kill the other person, than you're not at 100%. Hashirama never wanted to kill Madara; but Madara was never opposed to it.

Same as naruto vs sasuke fights, since their first fight using their creation jutsu of namely rasengan and chidori (which happened to be as kakashi reckoned that rasengan > chidori), naruto ALWAYS fought sasuke with a friendly intentional thus always been stated that naruto < sasuke.
