I don't think that the Kages are going to be happy to see Sasuke. The last time they saw each other, Tobi/Obito saved Sasuke and declared war on the world. How do you think the Kages or going to react to Sasuke? Also, which Kage is more likely to notice Sasuke's true intentions?

The previous Hokage's are dead. Sure, they are still respected but respect is not the same thing as political power. They no longer have any political power as they aren't the current Hokages anymore.

Well they will probably cooperate with Sasuke as long as they have a common enemy. I think even Naruto doesn't trust Sasuke completely at this moment. But it's not the moment for them to discuss whether his intentions are genuine or not.
