- i assume he has some weather type affiliated devil fruit , would explain how upon his arrival in Loguetown it begins to get windy and rainy. Later lightning strucking buggy, consequently the execution stand breaking down freeing Luffy surprising everyone. The fact that it surprised everyone and even lead characters like sanji & zoro to think about god i believe it was Dragon's doing! =D
