Deva Path vs The other 5 paths

If u measure everything wid respect to CT .. then its over for many ... not in every battle the first move he will use CT .... ST has a 5 sec CD

Deva could do this with CT. Otherwise he'd have the other paths like asura and animal taking advantage of recharge. With CT the other paths would be sucked in, unable to target him, and crushed. Deva is pretty powerful even in comparison to his companions.
