Yes but not with subjective terms such as what you quoted. That was someone's interpretation of things; the manga is not so indepth in giving an outright description of a character like that. Pointless to quote that particular description.

Although you might discount what I quoted from wiki as an accurate interpretation of jiraiyas intellect you can't argue the fact that he has a 4.5 in intelleligence in the databook.

And if that's not enough this is straight from the third databook I do believe "- A top-notch strategy, cultivated from experience, rich in shrewdness!! It shall cut the Gordian knot!!"

Last I checked his rods aren't as big as a truck(LOL at the innuendo). So since it's my call, Deva gets crushed by a boss toad before Jiraiya reaches anywhere near Deva.
