Hmm... I think Tobirama can win this. He'll figure out Deva's Path weakness and exploit it. FTG is definitely gonna be a big help against Shinra Tensei and Bansho Tenin along with clones. I think it'd be high diff though. Deva has a few ways of winning but not as much as Tobirama IMO.

FTG is the best counter for 5second weakness of Deva ... Tobirama will try to avoid every frontal contact with deva , getting away from his shinra tensei and finally at 5sec he'll make his move and finish this with Hirashin giri .

Deva attacks are to destructive, it nearly leave tons of rubble in the way causing to many possibilities for openings and in the ninja world 5 seconds is just to long for ftg. Oh and edo tensei solos without a sealer.
