Deva is about 75% of pein's overall strength, he is a monster in comparison to the others. Jiraiya only defeated the paths that he did because deva wasn't involved, with deva playing & with intent to kill jiraiya doesnt stand a chance. He'd need to start in SM & have at least some type of info.

Deva Path stomps with Chibaku Tensei or CST. Also he is a lot faster than Jiraiya, as he had the reactions to dodge a last moment Rasenshuriken from SM Naruto and to keep up with speedsters like Kakashi, KN6 Naruto and SM Naruto. Not to mention the black obi.
