Ay stood tall, arms crossed and muscles bulging, mid-range from another figure who had appeared at the borderlands of Kumogakure. Was he friend or foe?

Never before had he seen a man of this stature. He had heard legends, all around the Ninja World of a man who was a master of Lightning, and had a great amount of tricks up his sleeve. Could it be him? The legend of the Village Hidden in the Clouds? His darkened skin, and massive muscles were a dead give away. He was definitely the guy who threw people through walls at taverns, and quite a temper. Nonetheless, Dean wasn't known to be scared of anyone, and his sarcasm would never die down.

"Another buff guy.."

Dean said jokingly, breaking the tension in the air, as the man's face seemed to be dead serious. Dean cracks his fingers as he walks a bit more forward, and simply asks the man;

"Are you Ay of Kumogakure?"

Straight and to the point. Ay liked these kind of people; they didn't spend hours brooding with internal monologues. He seemed to have a certain wit about him too. Funny people? Ay wasn't so keen on them, but perhaps he was making assumptions.

"Yes, I am the former Raikage of Kumogakure. What business do you have here... kid?" he asked rather directly.

There it was. Old men thinking they have power over younger ones because of experience. Calling someone "kid" when you don't even know them? This man was clearly an arrogant guy, but who wouldn't be, if stories about you were spoken all around. Dean simply smiled, he used to be a Raikage, how long would it take to anger him, or rather, to get him to fight? Dean thought.

"Oh, me? I'm just roaming around, you know. Heard you were quite the fighter back in your day, how about.. we have a little spar? Or are you too old for that kind of shit?"

Dean remarked, hoping that the Raikage would see his intentions. His Nekura cloak would flutter with the movement of the wind, making him look all elegant. Something, Dean was not.

Hmph. He was pretty rude... Ay felt a hint of what Onoki felt. Hotshots these days, no manners. It was a clearly a provocation, but Ay wasn't going to take it lying down; his pride as shinobi wouldn't let him!

Taking a defensive stance with right limbs forward and left limbs back, Ay's feet were equally spaced out to create a strong footing. While doing this, he activated his Lightning Armor, surrounding himself in an aura of pure electricity that increased his damage output, speed, and reactions far beyond any typical shinobi.

"Catch me if you can, brat! Let me teach you some manners." he retorted, returning Dean's wit.

His outstretched hand pulled their fingers back in a 'bring it on' motion.

Description: The user will wrap themselves with lightning chakra, which then electrically stimulates their nerves system and speed up their neural synapes to react faster to danger and push away any physical prowess to the absolute limit, allowing him to gain tremendous raw speed and monstrous strength. This armour, combined with Taijutsu allows the user to utilize a special style of Nintaijutsu which combines Lightning and Taijutsu. While the technique is active, the user is immune to Lightning techniques A-Rank and below but doesn't have any additional defensive bonus. Despite the large quantity of chakra it releases and uses up, the armor doesn't damage enemies who touch it, leaving the user able to interact with those around, allies or enemies as well as tools, weapons, etc.

Note: Can only be used by 3rd Raikage or 4th Raikage bios.

Suddenly the man got clad in pure Lightning, it started to sizzle around him, What was this guy?! Dean was a bit shocked, he had heard that the man was good with Lightning, but to cover his whole body in Lightning? Definitely not something Dean had encountered before. This was it, the challenge he was waiting for.

Dean says, rhyming his words as he claps his hands together. A taunt towards the older man, perhaps? No, something more sinister. Dean was always one for theatrics. Dean's view from the man's point would start to change, the depth perception would be greatly affected. One moment, Dean would be closer to him, and another moment, he would be much further, almost out of sight from the man. His left and right eye wouldn't be focusing on the same spot anymore, everything would be out of sync. He would be able to accurately see Dean, much less be able to aim and hit him with a projectile.

However, Dean wasn't done yet. He forms four hand seals, and causes eight small portals around the man. From these portals, ropes of Keigoku emerge and ensnare the opponent. Once he is caught, a ninth portal opens right in front of his chest, and completes the technique, which binds the man from any and all motion.

"Teach me manners? That shit never worked with me."

Description: This illusion is triggered when the user claps his hands together as the opponent watches. This illusion affects the opponents ability to make accurate ocular calculations. More specifically, the illusion has an affect on the opponents depth perception and the nerves synchronizing the eyes, making it impossible for the opponent to attack with accuracy with techniques that are projectiles or anything else requiring accuracy to strike. Specifically, through the effects of the illusion the opponents depth perception would continuously change, the minor adjustments making it impossible for the victim to judge distance. On top of the hindrance to their perception, the illusion would work to offset the synchronization between the victims left and right eyes. For example, while under the illusion the opponents left eye would not be focused on the exact spot as the right eye anymore, throwing off accuracy. The opponents eyes would fail to work together, each eye slightly misaligned from its opposite, a necessity to use the eyes to measure anything or work to their full potential. The techniques subtle effects would be what makes it so useful to its caster, the opponents would see the same stuff, but the slight disturbances would not give a true representation of the measurements and calculations a Shinobi would have to make.

Description:
The user makes four handseals, causing eight small portals to emerge on all sides around the opponent, a metre away. Keigoku flows from these portals, before forming itself into a multitude of ropes, that seek to ensnare the target. If they are successful in capturing the target and immobilizing him, a ninth portal opens up a few inches in front of his torso, and completes the binding, restricting the opponent from all motion. If the opponent however, avoids being caught in the ropes from the first eight portals, nothing occurs. Upon being bound, the opponent takes 30 damage due to being in contact with Keigoku, and gets a searing headache that disrupts his concentration.
This technique may be used only thrice per battle.
No Nekura techniques above A-rank may be used during the same turn and the next turn

After Dean clapped his hands together, the Raikage suddenly found it incredibly hard to focus. His vision became erratic. This was a cause for surprise as his target shifted in and out of his field of vision, focusing and unfocusing. What the hell was happening? Ay tried closing one of his eyes an focusing solely on his target, but the focus would not obey his own input. He tried with the opposite eye and the result was the same. Had his senses been tampered with? It was as if his eyes wouldn't listen to his intent...

Forming a handseal to spike his chakra, Ay came to the logical conclusion that it was an illusion, based on his own experience and reasoning. And lo and behold, his vision returned to normal!

He would observe Dean making four handseals, beginning to form portals of a strange substance.

"A genjutsu? Fast, but not fast enough!"

Suddenly, Ay flickered out of sight, almost as if he disappeared. Reappearing behind Dean approximately 5 meters away (the edge of short range) after moving around the portals and Dean in a quick semicircle, he would have his right fist pulled back and clenched, with an orb of lightning collected and concentrated about it.

Thrusting forward with a PAWNCH, the orb would push from the Raikage and hit Dean in the back, creating a massive Lightning explosion from his behind. This would likely happen as the chains from Dean's portals would have tried to trap their intended target, who was no longer there.

Description: The user does one hand seal to focus and then proceeds to disturb his chakra flow by forcefully stopping it momentarily and then "spiking" his spiritual energy, unbalancing his chakra. This dispels any genjutsu set upon the user except MS Eye Techniques, Paralysis-like Genjutsu and Demonic Illusion: Toad Confrontation Chant. The effectiveness of this technique is dependent upon the skill of the user. A Jounin rank ninja can dispel Genjutsu up to C-rank. An S-class ninja can dispel Genjutsu up to B-rank. A Sannin rank ninja can dispel Genjutsu up to A-rank. A Sage rank user can dispel Genjutsu up to S-Rank. The user may use this technique through physical contact on others to dispel them from Genjutsu. The technique can only be used once per turn and the user still needs to fully follow the logic as to why he figured out it was an illusion.

Description: Using the amazing abilities of the Lightning Release Armour technique, both the 3rd and 4th Raikages are able to move at insanely high speeds to dodge or evade incoming attacks, even those that would normally be unavoidable such as Amaterasu. This fast movement can also be used in conjunction with a Taijutsu move, including their own signature Lightning based Nintaijutsu moves, to use the momentum one can gather and add even more damage if the move allows it. The technique also alows the user to move in more elaborate patterns that one would think, although following a more or less linear path. The only weakness of this technique is that, since its purely fast and enhanced movement, you cannot use it in all battle grounds but only those that would otherwise enable its use. Not only that but although the user moves fast, he is still trackable by high Doujutsu users (3T, Byakugan and Rinnegan), Sensors and EIG Masters. This doesn't mean the opponent can react (that depends on his speed, mastery of taijutsu and techniques used) but rather that he can perceive the attack.
Note: This version can only be used by 3rd and 4th Raikage bios, while having the Lightning Release Armour active and only once per turn.

(Raiton: Sanda Appu) – Lightning Release: Thunder Up

Description: The user concentrates a lot of lightning chakra into their hand, compressing it into a ball of lightning energy. The user can then hurl it at the enemy or trust it forward in a melee attack. Once the ball hits the target, it expands into a massive lightning explosion.

It took little to no time for the man to break the Genjutsu, and suddenly, he disappeared. Was he extremely fast? Or what was going on? Dean knew that due to his Nekura nature, foreign chakra couldn't enter his system, so in no way was this an illusion. This man was a beast. Without the need for hand seals though, Dean released a large amount of Water molecules, which would spread from his person, all around to Mid range. These molecules take a sticky nature, and are not visible to the human eye, though it wasn't offensive at all. No, this technique was intended to be used against opponents who were fast. The molecules would easily converge around the Raikage, and just when he got into Short range of Dean, his momentum would be stopped near instantly. This would of course, shock the arrogant warrior of Kumogakure.

Dean spins his body around as he releases the molecules, hearing the man getting slower behind him, and as he faces the Raikage, without wasting a moment, Dean would release a powerful roar. This, coupled with the charged Sound based chakra in his throat, releases a massive shockwave of low frequency, high amplitude sound.

"I might not be fast, but I am skilled."

Dean says as the sound rips through the Raikage, with his speed now much slower than usual, he would definitely have trouble defending against the close ranged Sound attack.

Description: Eurybia's Chronosphere is a technique of water release whereas user manipulates water molecules around their surrounding reaching up to mid range radius. With application of processes of both nature and shape manipulation they would cause water molecules to change their properties to a sticky, adhesive like nature. However such process wouldn't quite be visible by a normal eye nor would it deal any damage. The water molecules would stay around both the user and opponent in a four turns span and user won't be able to use them as to directly attack their target however everything that enters radius of the water molecules would have its speed decreased until it completely loses its momentum and collapses. The decrease in speed wouldn't affect the user themselves due to users chakra being infused within the molecules. Same would apply to jutsus user uses. The molecules would immediately converge onto entities which are in motion and which speed is above the one of the user's when this technique was activated. Additionally, the molecules in the surrounding will be able as to be mentally maneuvered by user's will in addition with hand gestures however never as to form shapes and constructs and never to be used offensively. When they attach themselves onto an entity of sorts within their range, user would be able to via mental command control movement of the said entity and even push it towards the one who initially sent it, however following elemental weaknesses and strengths. Additionally this could only be used once during duration of the technique and such would have effects on the technique itself, making it wear off quicker (duration decreases by one turn).. Within the Chronosphere, the speed of an entity moving would be decreased up to four times compared to their original speed. This would apply only to solid entities. The closer they are to the one who performed this technique the greater is reduction of speed due to the more and more molecules attaching themselves onto an entity. Although the movement of user wouldn't be affected within the Chronosphere, movement of those whose chakra signature is differing would (This would also apply to allies of the one who performed the technique due to the difference in chakra signature). Despite not being able as to use the molecules of adhesive liquid as to offend opponent directly, if they attach onto the body of them, their movement capabilities would gradually decrease. However this happens over time, as more and more molecules attach to ones body. Furthermore, user would be able as to use the molecules as to completely stop specific part of the body (joints, hand, leg etc.) they are enveloping by mentally moving molecules once during duration of this technique. This wouldn't make damage to the one within the Chronosphere, however it wouldn't allow them to perform specific movements. Keeping in mind that it would only work on people who are in motion and who's speed is greater than that of the user when this technique was first activated.

Despite weakening as it travels, its faster than most wind or lightning techniques and can still be defended from. If used within a water source it receives +20 damage.

As the Raikage was flickering around to get behind Dean, he pulled his arm back, ready to launch the Thunder Up. However, for some reason, he suddenly felt as if an oppressive force was weighing down on him, slowing him down. Then, he would be thoroughly shocked, as if his own lightning armor was being conducted through the air itself and recoiling back at him.

... fortunately, this did not have any effect on him (Raikage's immune to A-rank lightning and below; I'm basing off the assumption the water only serves to conduct the electricity, not enhance it. If I'm wrong, please let me know ;_; )

"I don't know what you did, but it's not going to work!"

Furious, the Raikage switched gameplans. His arm already pulled back, he instead used the Raiton chakra he weaved to create a Chidori Nagashi; the medium-channel variant. Thrusting his arm forward, he would conduct the Nagashi throughout Dean's water molecule bubble, using it to extend its range. Dean would be hit from all directions by the Nagashi, shocking and paralyzing him. This is due to the nature of his own technique; since it formed around him, the Nagashi would conduct through all of it.

Then, Ay weaved a single handseal and formed sixteen pillars around himself and Dean, trapping both shinobi in a large "oven" of sorts, from which fierce lightning bolts and attacks would fire, zapping anything inside its confines. Since Dean was already likely paralyzed by the Nagashi, this would probably finish him off, making it even harder to counter due to the sheer speed of the attacks.

In the end, the water molecule bubble served only to further trap his target. The Raikage was not affected by his own barrages thanks to his own immunity. Dean would also likely not be able to continue onward with his sound technique.

(Raiton: Chidori Nagashi) - Lightning Release: One Thousand Birds Current

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if sucessful but is ineffective against bios who have a primary Lightning Specialty

(Raiton: Jūrokuchū Shibari) – Lightning Release: Sixteen-Pillar Bind

Description: After performing the needed hand seals Rat → Monkey → Horse → Tiger the user will create a even more powerful version of Lightning Release: Four Pillar Bind. Using this technique, the user creates sixteen giant pillars by using his lightning chakra to shape the ground into a multitude of pillars, which then form a giant cubic oven to trap the enemy. It is often used after Earth Release: Mud Fall to cover the enemy target in mud and then follow up with using Fire release: Firing Biscuit, creating flames in the oven to roast and harden the mud, immobilizing the enemy.

Dean had already charged his Sound chakra into his throat attempting to release a powerful roar towards the Raikage, however, it seemed that the beast of a man wasn't done for yet. His hand still moved forwards, with Lightning crackling around it. A smile crosses Dean's face, as he focuses on the vibrational frequency of the technique being used. He even knew it already, and since the Sound chakra was already focused, Dean roared. Without any indication, the Lightning dispersed into harmless energy. The Raikage would foolishly push his hand forward, and nothing would happen. Immediately afterwards, Dean would swipe his left hand, and release a blade of Wind towards the Raikage. This man was not to be trifled with, perhaps the Wind would be capable of harming him. The blade of Wind, aims to slice through the man's chest.

"You're a tank..a massive Lightning-shrouded tank!"

Description: A sound jutsu versed in it's defensive abilities, Gentle Echo allows the user protection from specific techniques. The user must first focus on the vibrational frequency of the opposing jutsu, having done that then releases Sound either through a clap, or via the mouth, creating a sound of equal frequency, mimicking the incoming form(s) of energy/chakra. By altering it's vibrational frequency and mimicking that of the opponents jutsu, the sound is able to displace the incoming form of energy, allowing the two to clash and nullify each other, leaving nothing behind but dispersed energy. This jutsu is able to defend against Wind/Fire/Lightning, and other elements of that nature, and anything which is Energy-based, as long as it is created using chakra (so can't use this against SM) of equal rank. But it would not be able to handle the physical attributes that come with Water/Earth based techniques.
~ Can only be taught by Erzo and is usable three times per battle, with a turn between each usage. Within the same turn, the user is not able to use other Sound techniques of S-rank and higher. It can only nullify up to A-rank wind due to the elemental disadvantage.

Description: This technique is a pinpoint slashing strike, where the user emits chakra from their fingertips and materialises it into an near invisible weapon that assaults the enemy in a gust of wind. If the Sickle Weasel Technique can be regarded as a swarm of small wind kunai, then this technique is akin to a virtually unavoidable longsword which can leave the target's body mutilated. Just being in close proximity to the technique can cause minor cuts. The wind blades can be created and thrown, like projectiles, in rapid succession, although in this case, each one weaker than the single use application. The technique cannot be blocked by physical weapons and is insanely fast by not relying on the use of Hand seals but, because it still requires the user to perform hand gestures to use and is somewhat visible in the effect it produces, it can still be defended against by using appropriate evasion techniques or fast elemental ninjutsu.

The Nagashi was negated when Dean roared. After this, the Raikage, hand already outstretched and forward, immediately dashed forward with his unreal speed, smashing Dean at the chest with a Flicker + Lightning Armor-enhanced punch. It happened near-instantaneously, the short-range distance between the combatants making things even more difficult for Ay's target in terms of any semblance of a reaction. Dean's ribs, internal organs around the impact area, and chest would turn into mush if this connected fully, surely killing him.

"Agh!"

The Raikage's hit pierced through Dean skin, like a hot knife through butter. Cold...dripping..his blood. Was this the end? Was this all he could do against a legend? Was it perhaps time for him..to die? Blurry...the face of the Raikage, smirking...shrouded in Lightning..this was the last image...darkness. Death. Dean's life ended mere moments after he was struck. He wasn't fast enough. He wasn't good enough.

Seeing his opponent take the hit and keel over, it seems it was the end. The Raikage laid him on the floor, closing his eyes.

"You were strong, kid. Rude, but strong. I respect that." he said.

Ay had a feeling that Dean didn't show him everything he was capable of. If that had happened, who knows what might have transpired... perhaps the 4th might have been the dead one.

It was a thrilling fight to say the least.

Burying Dean in a simple grave out of respect, Ay would then be along his way, continuing to protect Kumogakure from whatever external threats might arise.
