Hiruzen Sarutobi
Hiruzen was a prodigy that stood out for his natural talent. He was trained under Hashirama and later Tobirama in the ways of the shinobi. He participated in the First Shinobi world war, and lead at the front lines during the Second.
Hiruzen had become a better fighter then Tobirama since before he was appointed as the Hokage.
He had amazing senses, being able to track down Hashirama Senju who was resurrected to his original form, with just his nose.
He was able to counter Hashirama's, Tobirama's, and Orochimaru's techniques during their fight. Tobirama's water release was negated by the earth wall, Hashirama's wood release was negated by Emna, and Orochimaru's kenjutsu was beaten by emna.
He was also able to fight on equal ground in terms of taijutsu against Hashirama, Tobirama, and Orochimaru if swordsplay counts as taijutsu.
It was also stated that he could use every technique in Konoha which gave him the title professor. This excludes secret jutsu's like Nara's shadow techs and blood line limits. Meaning he had all 5 elements mastered.
His strength has been confirmed by Shinobi's such as Iruka, Orochimaru, Sakura, Emna. (I don't think I can find the link for sakura, but when sakura learned that kakashi used 1000 jutsu's, she says him and the old man are really....)
All three databooks for the naruto series, which are written by Kishimoto, state hiruzen as the strongest hokage. Also these twio characters along with orochimaru, imply that the third hokage was the strongest.
Orochimaru states hiruzen was known as the God of Shinobi.
Here it is stated that orochimaru perfected Edo Tensei, meaning the Hashirama and Tobirama were fighting at their full power. (even though the fight is lacking the sleeping pollen, what good would it do since orochimaru was there and it would of affected him.)

Hashirama was born in an era of no villages, and clans fought each other.
He built konoha literally with his wood style, and established the first of the five major villages.
Hashirama was recognized as the best of his time by many people.
Kabuto said shinobi on hashirama's level are no longer around.
Madara said the only one who can stop him is Hashirama. (although, take that with a grain of salt. I'm sure the Sage of six paths could stop him.)
He had the ability to control tailed beast, and beat EMS Madara + Kurama(kinda) in a fight. (I say kinda because Mito showed up and sealed the beast)
He had the ability to heal himself in combat without the use of hand seals. (Like Tsunade)
He could create a forest and change the landscape to his advantage within a second. He also could put opponents to sleep with his pollen technique.
He was also an earth and water style user, and had formidable genjutsu. His Taijutsu was great as well, being able to fight hand to hand against Sarutobi.
