Madara said that one cannot awaken rinnegan w/o having Senju and uchiha powers, didnt say anything about EMS. so i doubt that EMS is necessary. Maybe obito needs time to awaken it. .

This is correct. Howver Madara did say you need both eyes to unlock their full potential. So to answer your question OP it's because he only has one sharingan

secondly,he dont have two eyes to unlock full potential

one thing for sure is he is the first young uchiha to awaken ms ,,..........the way things went he would have unlocked....,ems and then rinnegan

Rinnegan is final evolution of eyes. Obito didn't awake it because he didn't have EMS.
