As allowed by Hellsbadass, I'm teaching you his custom:

(Suiton: Mizu Bakuha) Water Style: Water Explosion

Rank: A-S
Type: attack
Range: short - long
Chakra: (A rank: 30) (S Rank: 50)
Damage: (A rank: 60) (S Rank: 100)
Descriptions: wit just one seal, the user can make any water substance and water source explode in a huge blast. this just can be mixed wit other water jutsu, even water clone jutsu. note once used the jutsu the water will be still there.. it wont disappear.. it will be just scattered every where and the larger the source of water the greater the damage.

once used = No S-rank jutsus next turn
used twised= no S rank or A rank jutsu next turn

The jutsu allows you to take a water source, blocked water jutsu, or your own water jutsus and make them explode, the power and dimension of the explosion varying with the rank of the jutsu. This is more of a quick and strong outwards burst of energy/water than an actual fiery explosion, such as the water, after being blasted away, ends up scattered, instead of pulverized.

What you can or can not explode is up to debate. Members have been using this jutsu to explode their opponent's jutsus, making it so that using water was a sure kill for your opponents. It is my opinion, and so shall be yours, that you can only use this jutsu on your opponent's jutsus if one or more of the following conditions is met:

1. Your jutsu, be it A or S, must out-rank your opponent's by at least 2 ranks, thus, at max, C or B.
2. Their jutsus must have been blocked and their path/motion/purpose's altered ( Ex: blocked by a wall)
3. The jutsus were created by a source exterior to your opponent, such as a seal, another dimension, or existing water sources which were manipulated with something other than Water Chakra (Ex: a Water fall that had his course altered by a salient rock created by an Earth jutsu.)

These are situation where your opponent's water jutsu is no longer "theirs" and, despite being created by their chakra, they revert back to a free-for-all water source.

So, the damage dealt by this technique is the result of the intense physical force produced by the fierce outward movement of the water.

Ah. Restrictions for use on enemy techniques: noted.
My only questions are: If, for instance, an enemy's S-ranked technique has endured a lesser technique of my own, do I count the deterioration of strength in that technique as a lowering in rank, which would then allow to use this technique?

If an enemy's water technique is inert, am I still incapable of using this on it if its purpose is still being met?

My final question regards the restrictions in the description. The "once used" and "twice used" restrictions are written as if referring to uses in a single turn. As in, one use of the technique in a turn inhibits S-ranks in the next and using the technique twice in a turn inhibits S and A in the next. Am I correct?

If the lowering of strength falls down to 2 ranks(or is halted completly), yes.

What do you mean?

There is no specification of usage restriction. Used once, applies the first restriction, used twice and more, applies the second. One could argue, though, that since only two restrictions were specified, it means you can only use this technique twice. Balance that out.

What do you mean?
It just seemed like the stipulation for use was to stop the momentum or force of the technique being used. I meant to ask that, if the technique being used by the opponent doesn't involve force, or even movement (like forming a still shape of water.), could I use it then, provided the Rank was low enough?

I see.. I'll have to play it safe, then.

You can always use it if the rank is low enough, regardless of momentum.

What I mean is, no matter the rank, if the technique is blocked, then it is fair use. If a water jutsu creates an object, you either disrupt it with an earth jutsu (or whatever) or wait until your opponent disrupts it himself, turning it into water.
