Please note; The way this list places characters is on their overall value. Meaning that a character that would normally lose against a character that they're place above is there because they're deadlier against stronger characters than the other. This is due to the fact that Match-ups play a big part in Naruto's vs metagame.

Also note, that the Jinchuriki's have been wayed in all forms. It includes their chances of advancing down the line of their Jinchuriki powers. Thus, their place can vary. Until the next list, I've just placed them in the genral area of Kage's. The Edo forms of these characters are also just considered to be part of one of Obito's versions on this list.

This is also "In-Character" meaning that a character like 3rd Exam Gaara wouldn't use Tanuki Neiri no Jutsu right off the bat. Though characters like Valley of the End Naruto and Sasuke wouldn't be against using CS1 or 0TK early on.

Disagree with lots, but never the less good effort. I would change Gaara as jinchuriki and put him tiers down in addition to no feat Izuna. Current Gaara>Gaara as jin

Going to have to disagree with a lot of miss matched placements in the first few tiers. And, which Fuu is that high? Root Fuu? Or the Edo tensei of the Jin that had showcased one or two jutsu?
