A repost of the 7th version of my tier list with some minor changes for the discussion section. Previos versions can be found in the versus section and on mangafox.

nope, hashirama and madara belong tier 1 by themselves.

edo tensei isnt portrayed as someones power in the manga so orochimaru and kabuto need to be dropped a few tiers.

sasuke belongs in the same tier with naruto based on the portrayal of the author.

tobirama was canonically portrayed as the 2nd strongest out of the hokage so he needs to be in minatos tier at the very least.

ill see if there is anything else wrong later.

Edo Madara under Orochimaru? No.

The Kyuubi is Madara's summon as he can summon it at will in any battle scenario so there can't be a version of him with and without it.

BM Naruto on par with Edo-Madara (Mokuton, Rin'negan - can summon the Gedo), Hashirama and Prime Obito (Mokuton, Kamui, Rin'negan - can summon the Gedo with tailed beast inside)? This list is flawed.

though i agree with some of this other than sasuke being equal to naruto i think this is a well thought out list

Kabuto is in no tier now,trap in a genjutsu power taken away by Orochimaru,He can't even clean Himself when His body releases waist from His body,in other words He is now a stinker.

Sorry but your tier list is crap. Well not crap but has mistakes. Pakura is in such a low tier and part 2 Lee is only 1 tier higher than part 1 Sasuke smh. Underestimeting right there and Naruto (with just clones rasengan rasenshuriken) is in the same tier as Deidara? Only if you count plot lol. Kisame,Guy, 3rd Raikage.Muu and 2nd mizukage are 1 tier list lower than they should be.

There is a lot of faults in this but one thing that really bugs me is that you put Naruto early pt. 2 above taka Sasuke. To be honest you underrate all the Sasuke's

underrated sasuke, enormously underrate sakura, then you've got tobirama so low you cant honestly think kakashi is better, or guy for that matter considering what he did to kisame, I wouldnt put naruto above hashi or madara yet either

Lee is two tiers above. How many is irrelevant though.

Nahhh dude the way that you claim that Naruto can "seal" Madara is flawed in so many ways.

And yes he can solo. Kabuto can beat Sasuke no diff, adding Itachi makes no difference.
