「Appearance:」
Delsin Rowe is a young man with very distinctive features. He wears a beanie hat on his head for the extra rainy days in Ame. He always wears a Jonin jacket over a long sleeve shirt. On his left arm he has two tatoos, one of a dragon breathing fire and one of the Katon symbol. On his right arm he has his sleeve rolled up with a chain on his wrist. This is Delsin's weapon of choice. He wears blue pants and all black shoes. His attire can keep him warm against a lot of mother nature's intense cold. He has a ninja pouch filled with ninja tools on both of his butt cheeks.

Delsin is a 24-year-old who believes that he is destined for greatness. Being a street artist, his incontainable free expression sets a perfect background for his standoff with the DUP. He grew up just outside of Seattle where, after rescuing the passengers trapped aboard a burning Conduit Transport, he discovers he can manipulate, direct, and even transform into smoke.
Whilst wondering if he could have received his powers from one of the strangers on the transport, Delsin finds himself a target of the Department of Unified Protection (DUP), a government agency set up to ensure the events of Empire City and New Marais never happen again. Surrounded by a society that fears them, Bioterrorists are ruthlessly hunted down and caged by the Department of Unified Protection.
When Delsin discovers his powers he's forced to run, searching for others like him in order to save those he loves from the oppressive D.U.P. now hot on his tail. The choices he makes along the way change the future of everyone around him. Delsin has a rebellious attitude and favors anti-authoritarian street art. He is also an artist himself and enjoys tagging buildings with his own artwork and it constantly irritates and embarrasses his older brother, Reggie, who keeps arresting him over and over again.

「Background Information:」
Delsin Rowe was born in Sunagakure. He never knew his parents so his older brother raised him. Delsin had always been a free bird. Always doing what he wanted to do and not following the rules. This had got him kicked from Sunagakure. So he began to wonder the ninja world, leaving his brother in Suna. He found himself in Amegakure. He loved the big city. Something to do at every corner. So he became a ninja for Ame and used his Scorch abilities to fight off invaders. On the first day, Delsin became a Ame shinobi, the Nekura began an attack on Ame. Trying to take the Seven Tails. Our Kage. However it was obvious they were no match for Amegakure. Sadly Ame suffered one casuality. While Ame completely annilated the Nekura. The leader of Kumogakure defeated the leader of the Nekura. It was a fierce battle but it was a total victory for Amegakure. After that four Amegakure shinboi left and headed to Kumo. They all left without a sound. Leaving in the night. Like a phantom. We didn't recieve orders to retreat then but, it will always haunt us. The day four Ame shinobi became clouds.

Metalic Chain:
Delsin uses a chain that he wears on his right wrist as his main weapon. He is able to channel Katon Chakra through it to increase the temperature on it. Burning the target on contact.
