So, he does seem to have devil fruit powers... Most likely a fish model Zoan type.

I wouldn't say Okama but you're not that far off though. He comes off a bit feminine with those high heels, his posture and the constant "eeks". One of the reasons why I want him to see in the anime so badly.

I completely missed that O___O I did think from the start he had a Zoan though, although a giraffe one due to the little juts in his head and the colour of his tights/whatever.

Yup if you notice the flashback from 10 years ago with the Donquixote family taking dressrosa you can see a fish on dellinger's cap which was like normal but now he has the fighting fish one. So my bet is he definitely has something to do with those fighting fish thingies
