It's to prevent auto-spam bots from messing up the joint.

I recommend lowering the wait time to 30 seconds or 20 seconds.

Like what Gregory said its is for multiple purposes.The fuction is called flood control.Versuvio`s server has to run thr scripts to process all your input.Also it has to add to a database which keeps track of all your info(posts,Pms,threads..etc).This allows him to save his server from being or loded with commands thus preventing server overl-oad.Sorry but thats a fail safe to insure the site wont shut down due to server over-load.
