Considering the Raikage uss his Lightning armour 90% of the time throughout a battle. Deidara's C4 suicide thing wouldn't work against him because they wouldn't be able to get through his lightning thanks to elemental advantages.

Mei/Raikage > Deidara/Tsunade

all deidaras bombs will pretty much defuse on contact with raikage. unless he detonates C3 a ways away from him. mei and tsunade will quickly figure out how the bombs arent detonating. meis water wall protects them from C1. meis lava/water dragon should bring down the C2 dragon, then A finishes the job. or tsunade summons katsuyu
