Nope. Manda knew before hand that Jiraiya and Gamabunta were about to perform a Katon jutsu before hand because he both saw and heard what was taking place.

Then Jiraiya took his eyes off Manda to perform and accurately aim the Katon jutsu.

Gamabunta would not have been able to see Manda due to the Katon blocking his sight; which he then focused on to accurately regurgitate the oil.

The flame would then have to travel to Manda's location. Which gave Manda more than enough window to evade in time. By the time Gamabunta and Jiraiya could maintain a visual of Manda's previous location he was already gone. On the other hand Manda doesn't know what Jinton is and it's prep time is even less while the jutsu itself reaches the target is much lesser time.

OT: I could see Deidara making strategy's to kill Onooki; I really think it's within his potential.

Unless you've forgotten that Manda knows Gamabunta and Jiraiya. Hearing Jiraiya's words "Gimme some oil bunta" being issued can only be interpreted one way and would be enough to alert him in time.

Now apply that to Ohnoki/Muu charging up Jinton. You honestly don't believe a creature with intelligence would sit there correct? Humor me with the thought.

Manda having intelligence β‰  being knowledge of Jinton or it's function. Even if he knew what Jinton is; he still would not be able to interpret what structure of Jinton Onoki/Mu will enforce which could most likely lead to an inappropriate reaction.

A. Stand there, and find out what might happen.
B. Try to dodge, when the initial size dwarfs the distance you can cover.
C. Burrow yourself underground so that you may escape, while hiding your own signature, and ensuring the element of surprise is in your favor.

A. Jinton takes avid concentration to channel, Ohnoki/Mu would never want their target to move.
B. Firing range is unimportant. If it's aimed in your direction, the sensible action to take is move.

D. It doesn't hinder Manda in anyway in this scenario. Ohnoki has only shown to shoot Jinton stationary, and in singlets. While when channeling, Jinton in long successions it not only takes up a massive amount of chakra to perform, but it would give Ohnoki the disadvantage.

Manda would already be on the run, Ohnoki's only choices would be:

A: A bigger Jinton - Reverting back to my previous consensus (Manda burrowing)
B: A channeled Jinton - Which would turn into a cat, and mouse game with the odds highly favoring Manda

Proof, that can only happen if Manda has full intel on Onoki's Jutsu. Manda running because an old man pointing a small cube of chakra at him is intimidating in what manner? It makes no sense. Manda does not know what Jinton does so he cannot potentially react to it successfully before having acquired such knowledge. Manda does not know what the Area of effect, intensity, destructive power, range, or speed of Jinton. At a close enough distance, Onoki can disintegrate Manda with a large Cube regardless of what direction he decides to run. Jinton slices through solid ground like butter so beginning to borrow will fail and once again it's actual speed is MANY times faster than a Katon. Manda can only react to it after it is released which would already be too late.
